Massachusetts Extending The Energy Code Concurrency Period

August 11, 2020

Commonwealth of Massachusetts Division of Professional Licensure Office of Public Safety and Inspections – Memo Released.

At its July 14, 2020 meeting, the Board of Building Regulations and Standards (BBRS) approved the filing of an emergency regulation to extend the concurrency period of the updated energy code based on the 2018 International Energy Conservation Code as amended (Energy Code) from August 7, 2020 to November 7, 2020.

To receive public comment on this extension and determine whether any further changes to the concurrency period are necessary, the BBRS will hold a public hearing on August 14th, 2020 and accept written comments from the public.

Based on the information presently available to the Board, the extension to November 7, 2020 appears sufficient to achieve the goals of establishing a concurrency period while not unduly delaying the requirements of the new code. The Board welcomes input regarding any ongoing delays impacting the ability to complete the permitting process prior to the end of the extended concurrency period that might justify a further extension as well as any information that may counsel against any further extension.

The public meeting will be limited to comments only on the extension of the Energy Code concurrency period. The meeting notice will be posted at https://www.mass.gov/orgs/board-of-building-regulation-and-standards.
