At its meeting on May 31, 2024, the Board of Building Standards adopted updates to Ohio Boiler & Elevator rules effective July 1, 2024.
The Board initiated the rule change process in September 2023 and the rules have been available in draft form on the Board’s website. Request for Public Comment: Proposed New Industrialized Unit (IU) Rules
The Ohio Board of Building Standards proposes to adopt new rules regulating the construction of residential and non-residential Industrialized Units. A reminder that the Board adopted the I-Codes by reference which means that the above rules do not duplicate model code language unchanged by Ohio in the OBC, OMC & OPC rules. Free online access to the entire 2024 Ohio Building, Mechanical, Plumbing, and Existing Building Codes with search and copy and paste functionality will be available on the International Code Council’s (ICC) Ohio eCode Bookshelf no later than November 1, 2023: Ohio Building Codes – ICC Digital Codes (iccsafe.org)
In the meantime, code users can familiarize themselves with the new codes by reviewing the 2021 I-Codes which are available for view for free on ICC’s website and compare those documents with the Ohio changes listed in the above adopted rules:

The Ohio Board of Building Standards will convene for a public hearing in accordance with Chapter 119 of the Revised Code at 1:00 P.M., Friday, March 27, 2020 in Hearing Room #1, at 6606 Tussing Road, Reynoldsburg, Ohio, 43068. The purpose of the hearing is to solicit testimony on proposed changes to select rules of the Administrative Code identified as Amendments Group XCVIII (98) and XCIX (99) pursuant to Chapters 119., 3781., 3783., 3791., and 4104. of the Revised Code. The following code alert as received from NEMA. The Ohio Board of Building Standards (OBBS) received a request to update the edition of the National Electrical Code (NFPA 70) referenced in the Ohio Building Code from the 2017 to the 2020 edition. Prior to consideration, the Board directed staff to conduct a stakeholder meeting and education forum on the changes included in the 2020 edition and their potential impact if adopted. Comments and input from stakeholders impacted by the changes will be recorded and considered by the Board’s Code Committee. A Stakeholder Meeting and Education Forum on the 2020 National Electrical Code (NFPA 70) will be held on March 9, 2020, all interested stakeholders are invited to attend. (more…)
On January 30, 2020, the Board received Petition 20-01 from the Ohio Electrical Coalition requesting the Board update the edition of the National Electrical Code (NFPA 70) referenced in the Ohio Building Code from the 2017 to the 2020 edition. Prior to consideration of the Petition, the Board directed staff to conduct a stakeholder meeting and education forum on the changes included in the 2020 edition and their potential impact if adopted. As you may be aware, late last year Congress extended the $1,000 tax credit for each ENERGY STAR home completed through 2020 and made the credit retroactive to include homes completed in 2018 and 2019. During this period, we launched Version 2 of the ENERGY STAR requirements. SBRA is currently developing program rules that will apply to Version 2 homes. The Board of Building Standards adopted the 2019 update to the Residential Code of Ohio (RCO) based on the 2018 International Residential Code effective July 1, 2019. A free view of the electronic version of 2019 RCO is now available on Ohio’s bookshelf on the International Code Council’s website. The newsletter includes a reminder for the update to the Residential Code of Ohio Dec. 14, the board adopted the update to the Residential Code of Ohio (R.C.O.) based on the 2018 International Residential Code effective July 1, 2019. The new 2019 Residential Code of Ohio that will be effective July 1, 2019. Please note, there is no transition/overlap period. Documents containing designs approved per the 2013 RCO/2014 NEC/2009 IECC will expire on July 1, 2019. The code topic of the month addresses the long-standing requirement for elevator hoistway ventilation, previously found in Section 3004 of the 2011 Ohio Building Code (OBC), which has been removed with the adoption of the 2017 OBC. This change was part of a national coordinated effort between the American Society of Mechanical Engineers standard A17.1, Safety Code for Elevators and Escalators, and the International Code Council model building code, the International Building Code (IBC). Please be aware of the definition and egress requirements of a habitable attic as it relates to dwellings built from the 2012 IRC. The 2009 and 2015 IRC verbiage is similar and still applicable. Attics that meet the size and ceiling height criteria of the “Habitable Attic” definition in Chapter 2 are considered habitable. This is applicable to finished and unfinished spaces. Habitable attics require a vertical access and emergency escape and rescue opening. Vertical access can be a fixed internal stair, ramp, or exterior stair. (more…)
