Notice of 45-day Public Comment Periods, California Building Standards Code

The California Department of Housing and Community Development (HCD) is providing notice of the 45-day public comment period for the 2022 Intervening Code Adoption Cycle. HCD is proposing for adoption, of building standards that are intended for inclusion in the 2022 California Building Standards Code Supplement to be effective July 1, 2024, if adopted by the California Building Standards Commission. Proposed building standards are subject to a 45-day public comment period.

HCD is proposing for adoption amendments to the following parts of the California Building Standards Code:

  • California Building Code (CBC), part 2, chapter 10, Means of Egress and chapter 11A, Housing Accessibility – March 10, 2023 – April 24, 2023
  • California Green Building Standards Code (CALGreen), part 11- March 31, 2023 – May 15, 2023
  • California Building Code (CBC), part 2 – April 7, 2023 – May 22, 2023
  • California Plumbing Code (CPC), part 5 – April 21, 2023 – June 5, 2023

All written comments received by HCD within the specified 45-day public comment periods, and pertaining to the indicated code changes, will be reviewed. As part of the building standards process, HCD will also provide responses to the public comments in the Final Statement of Reasons document associated with the building standards.

Written comments shall be submitted through the California Building Standards Commission by using the Public Comment Form located on their website. HCD will accept all written comments from the public no later than midnight on the last day of the comment period.
