State of Washington Improvements for L&I’s Factory Assembled Structures (FAS) Program

The Washington State Department of Labor & Industries (L&I) is considering a fee increase to cover operating expenses, including new technology improvements for L&I’s Factory Assembled Structures (FAS) Program.

A fee increase by the fiscal growth factor rate of 6.22 percent is under consideration. At the end of this notice is a list of areas the increase would affect in the Washington Administrative Code.

Why this is happening

FAS staff reviews and inspects about 10,000 alterations to manufactured homes each year. The program also reviews plans for commercial coaches, factory commercial structures, and food trucks. The fee increase will:

  • Keep up with operational costs for the program; and
  • Help fund new technology to improve service. The current FAS system application is outdated and unable to meet program or customer needs.

The agency filed a Pre-proposal Statement of Inquiry (CR-101) on June 6 regarding the fee increase.

Opportunities to comment

During this process, there are opportunities for you to provide written comment or present testimony at a public hearing. Here’s what happens next:

  • Aug. 2: The proposal (CR-102) is expected to be filed with the state Office of the Code Reviser.
  • September 2023: A public hearing on the proposed rules is tentatively scheduled.
  • Oct. 17: The final rules (CR-103), if adopted, is expected to be filed with the state Office of the Code Reviser.
  • Dec. 1: The new fees would take effect.
